Technological incubators were partially funded and administrated by the Office of the Chief Scientist (OCS) of the Ministry of Industry, Trade and Labor. The program was established in 1991 to support development of innovative technological ideas into viable startup companies after a two year period at an "incubator".
Most of the incubators developed into startup venture capital funds, and these are now listed in the list of Venture Capital Funds.
